(What was the legal implication of me raising my right hand and saying "I do" when asked to swear I would only tell the truth? What capacity was that government employee in? What was I? Is that all it takes to put someone 'under oath'?)

That's all it takes to put someone under oath, yes, and it means you can get hit with a violation of the false claims statute (giving a false or misleading statement to a government official).

Well, good thing I answered the truth to all questions... instead of having to find out in the final inteview how big a problem it would have been had I ever smoked a joint while I lived in Amsterdam for 8 years.
